When a partner's software is the reason nothing moves. Messages GIK could not deliver to a partner, and keys that keep failing, with what staff can do about each.

A delivery failing to land never undoes what already happened on the GIK side; the partner simply has not heard. Retrying resends the same message; pausing stops the retries until the partner fixes their end.
