Offers that have sat in one state longer than they should, before anything has been ordered. See both parties, where the offer is in its flow, and how long it has waited, then flag it or move it on so nobody waits in silence.

Bryan, 2026-08-28: "this offer has been sitting in the offered state for five days, flag it, move it through." Once an accepted offer is checked out it becomes an order and shows on Stuck orders instead. The threshold is a placeholder; the spec has no scenarios yet.

Both sides of the transaction on one screen, with the flow and where it stopped. Moving an offer on is the staff "superpower" the spec ties to the Emergency Manager Persona; whether that is this surface or Super Admin is the spec's open question 1.
