Stuck orders
Orders that stopped moving after the offer was agreed: placed but never shipped, shipped but never received, or a delivery that went wrong. Both parties, the state, how long it has sat, and the ways a staff member can unstick it.

The matrix's user story: "manage orders, exceptions, and accounts so that I can keep the marketplace running during a live event." An order the nonprofit has in hand but never confirmed is the commonest stuck state GIK staff have described; the states here are placeholders until a discovery pass names the real failure modes (open question 2).
Acting on an organization's behalf needs a reason on the record, so the two buttons stay off until one is written. This is the act-on-behalf power Super Admin also claims; the spec's open question 1.
